Upload the monthly NHTSA vPIC PostgreSQL backup to refresh USA/Canada decode data. No remote sync — file upload only.

NHTSA PostgreSQL backups only: .custom.zip (preferred, ~65 MB) or .plain.zip (~72 MB). Restores into schema vpic. Requires PostgreSQL 17+.
